While it’s true that 2.3 GPM is possible, it’s using reduced pressure. However, one thing to clarify is the 2.3 GPM claim. Sure, that’s a little lower than our 3,000 PSI target, but that’s a pretty notable achievement for a residential electric model where most are in the 2,000 PSI range (and its performance is PWMA certified). If they are not fitted correctly, make adjustments to them, so no air gets inside. If the hoses and pipes on your pressure washer are not fitted correctly, air will get inside and prevent the pressure washer from operating correctly. Old gasoline may prevent the pressure washer from operating correctly. If your pressure washer has old gasoline in it, replace it. If the pressure washer is low on oil it will not work well.
Also check and make sure that the water is not too hot or cold. If the unloader valve spring has become rusty it will need to be replaced. If you have checked the o-rings on the unloader valve and they are fine, check the o-rings on the outlet coupler and the pressure wand. Also make sure that you are using the correct nozzle tip. If it is, it may cause this and you will need to clean or replace it. If the nozzle quickly loses pressure, check the nozzle and see if it is clogged.
